Hi, thanks for opening a bug report! Let's first rule out the system BIOS as the issue, it looks like it was last updated in 2014 and the latest version available is from 2020. Could you try the latest BIOS version for your computer and confirm that the problem is reproduced?
If you are able to capture logs from a failing shutdown, that would help gather some more information. `journalctl -b -1` gets logs from the previous boot, /var/log/syslog is also a logfile that continues between boots. To determine if this problem is present upstream, you could try a mainline kernel build.
