On an initial look at your logs, some lines I see are related to kernel 
lockdown:
Lockdown: systemd-logind: hibernation is restricted; see man kernel_lockdown.7
Lockdown: swapper/0: hibernation is restricted; see man kernel_lockdown.7

This may explain why hibernation is not available.

I also see
nvme 0000:04:00.0: platform quirk: setting simple suspend
but it's unclear what the significance of this is.

To debug this, we should start by determining if the problem is upstream. Could 
you try a mainline kernel build? Our latest mainline build available for amd64 
is 6.18.1 at https://kernel.ubuntu.com/mainline/v6.18.1/
Instructions for installing mainline kernels are available at

If the problem is resolved on mainline, we will start looking at if
there are fixes to backport or if an Ubuntu patch caused a regression.

If you have any settings in your BIOS related to suspending, it might be
worth posting the status of those as well.
