* d/rules: set build with gcc-14 to fix LTO build issue for tests

* d/tests/control: only enable amd64 and s390x targets for "test."
Tests are run at build time. (LP: #2120856)
* d/tests: build all tests with gcc-14 flags (LP: #2120856)
