This concerns rustfmt 1.75.0+dfsg0ubuntu1~bpo0-0ubuntu0.22.04 on Ubuntu
jammy.

    $ /usr/bin/rustfmt --help
/usr/bin/rustfmt: error while loading shared libraries: 
librustc_driver-234e49097c8e48f4.so: cannot open shared object file: No such 
file or directory

That file is provided by the libstd-rust-1.75 package, at

    /usr/lib/x86_64-linux-gnu/librustc_driver-234e49097c8e48f4.so

This is the current dependency field for rustfmt:

    Depends: libc6 (>= 2.34), libgcc-s1 (>= 4.2)

Was the Rust runtime intended to be statically linked?
