Public bug reported:
Blender has recently started clashing with Intel's Level Zero Raytracing
library since both use OneTBB but sometimes need different versions.
Blender and Intel have agreed to coordinate their onetbb versions to
match the VFX platform (https://vfxplatform.com/) followed by other
creative tools.
Currently, that is 2022.x, which lines up with our current onetbb
version. However, we would like to avoid an accidental (breaking)
version bump just before a release if onetbb comes out with a new 2023.x
version. Our proposed solution is to stop automatic updates to onetbb so
that we can coordinate the new VFX platform version before each release.
Impact of a mismatch is that Blender will not have hardware accelerated
raytracing on Intel.
