You cannot have inline comments in the HandleLidSwitch*= lines in
logind.conf. E.g., with your config, you should see:
root@q:~# journalctl -u systemd-logind.service -b -p warning..warning
Jan 13 19:53:02 q systemd-logind[1071]: /etc/systemd/logind.conf:36: Failed to
parse HandleLidSwitch=lock # suspend, ignoring: Invalid argument
Jan 13 19:53:02 q systemd-logind[1071]: /etc/systemd/logind.conf:37: Failed to
parse HandleLidSwitchExternalPower=lock # suspend, ignoring: Invalid argument
Jan 13 19:53:02 q systemd-logind[1071]: /etc/systemd/logind.conf:38: Failed to
parse HandleLidSwitchDocked=lock # ignore, ignoring: Invalid argument
