Do you have any sort of password expiry policy in place on your system
(e.g. common on DigitalOcean deployments)?

I'm seeing the following error in your DpkgTerminalLog:

Which indicates that your /etc/shaddow as a "0" in the 3rd field of your
user, enforcing a password change. Once that is resolved, libvirt should
install correctly, as this seems to be unrelated to libvirt.
