I can confirm that this bug is still applicable on 24.04.3 installs.

Using the IP= kernel parameter results in a configuration in
/run/netplan that will merge with /etc/netplan . In our servers this
breaks networking due to some interaction with bonded 802.3ad lags and
the connected switches.

Pavel and Dan's fix above for Dropbear works for us, I will test with
both Dropbear and Clevis independently. I do not see an issue
implementing it twice in case someone is only running one or the other.


This change is relatively trivial. I'm willing to submit a patch for this, but 
I will need to take some time to setup the recommended toolchain since I have 
not submitted patches before.
