I can confirm that this bug is still applicable on 24.04.3 installs. Using the IP= kernel parameter results in a configuration in /run/netplan that will merge with /etc/netplan . In our servers this breaks networking due to some interaction with bonded 802.3ad lags and the connected switches.
Pavel and Dan's fix above for Dropbear works for us, I will test with both Dropbear and Clevis independently. I do not see an issue implementing it twice in case someone is only running one or the other. This change is relatively trivial.
