Public bug reported:

I am experiencing a reproducible kernel panic during both shutdown and
reboot on a Lenovo ThinkPad with Intel Arrow Lake CPU.

The panic occurs even when:
- No Thunderbolt devices or docks are connected
- Thunderbolt tunneling is disabled in BIOS
- Multiple kernel versions are tested (6.14.x and 6.8.x)

The panic happens late in the shutdown/reboot sequence, in IRQ context related 
to PCIe hotplug / Thunderbolt, with messages such as:
- irq/pciehp
- thunderbolt: timeout reading config space
- BUG: scheduling while atomic
- Fixing recursive fault but reboot is needed

This suggests a firmware + kernel interaction during PCIe / ACPI
teardown on this platform.

Additional observation:
The issue is not strictly deterministic. Reboot or shutdown sometimes completes 
successfully after short system uptime, but the kernel panic becomes 
significantly more frequent after the system has been running for longer 
periods (e.g. several hours of normal work).

This suggests the issue may be related to accumulated runtime state
(e.g. power management, PCIe/Thunderbolt state transitions) rather than
a fixed configuration error.

Kernel panic occurs during shutdown or reboot, requiring forced power-off.

Linux Mint 22.2 (Ubuntu Noble base)

Kernel versions tested:
- 6.14.0-37-generic
- 6.8.0-90-generic

Hardware:
- Lenovo ThinkPad (Arrow Lake platform)
- Hybrid graphics (Intel iGPU + NVIDIA dGPU)
- Thunderbolt / USB4 controller present
- NVMe SSD

NOTE: Two journal logs are attached: one from a normal reboot (baseline), and 
one from the first boot after a kernel panic and forced power-off. The panic 
itself occurs late during shutdown/reboot and is not always captured by 
journald.
