  To make `apt install rocm` work we need some type of meta package which
  would install rocm stack (SDK) in system.
  
  I am thinking we can provide a rocm:src and rocm:binary package which
  would install the rocm stack.
  
  There are already efforts going on debian (experimental):

  team/rocm/-/blob/master/debian/control?ref_type=heads
  
  There it is being provided as rocm-dev I just updated that to `rocm` to
  fit the publication we have but I am totally ok to make `apt install
  rocm-dev` as well.
  
  I would like to hear thoughts of ubuntu developers.
