A fresh install of Jammy here leads to
https://bugs.launchpad.net/bugs/2060730 - which isn't going to be
backported. I'm curious if you're still able to reproduce the registry
issue. That sounds like the Totem in jammy isn't updating the registry
correctly after requesting the user installs a new plugin, but the
bigger problem is nothing implementing the PackageKit service interface.
