I installed kernel 6.17.0-1008-raspi on a Raspberry Pi 5.
Updating the memory-swap constraint of a container works fine:
docker update --memory=128M --memory-swap=128M sad_williamson
# docker container inspect sad_williamson | grep -i swap
"MemorySwap": 134217728,
File /sys/fs/cgroup/memory.stat exists.
