I see. It's not necessarily a “seperator line” you have to mouse over;
it can instead be any part of the dialogue which isn't a button, like
part of the border. Likely, the reason it “goes away” and “comes back”
is because I'm being more careful when it goes away and thus not moving
my mouse while right-clicking.
