So, I can reproduce this locally with autopkgtest-qemu -- qemu . But
the failure is:

and if I install the 'apparmor' package first, then it passes.
Since debian/tests/nm.py ships with network-manager, and calls
apparmor_parser, this seems like a BUG in network-manager.
I think network-manager:debian/tests/control needs to add apparmor to
its Depends section.
