Public bug reported:

I am testing Ubuntu 26.04 on a spare partition. This is an upgrade from
25.10. Logging into KDE Plasma is simply unusable in my system. Even
trying to open a menu to get some diagnostics is nearly impossible. But
I could ctrl-alt-t to a terminal, and run top: kwin_wayland is taking
most of the cores cpu, at almost 1600%, with 16 threads available.
Memory usage by the process is low.

regular Ubuntu login is super snappy. Happy to test if it helps, this is
an LTS so I thought I would drop a report.
