Public bug reported:

1) Bug description
domain error: argument not in valid range
    while executing
"expr {int(($s2 - 1) * $factor) + $g(mapborder)}"
    (procedure "create-map" line 23)
    invoked from within
"create-map map $mapwidth $mapheight"
    (procedure "map-resize" line 28)
    invoked from within

2) Solution proposed by Claude is working for me:

Replace line 3717:
tclset factor [expr {$mapheight / $lines}]
With:
tclset factor [expr {$lines > 0 ? $mapheight / double($lines) : 1.0}]
