My understanding is that this change goes with
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1124418 which is a
split of that package to a new source which didn't make through Debian
NEW yet?

If so letting gnulib migrate would basically mean loosing that feature
from the archive until that new package makes it through the NEW
process, which might not be on time for Resolute

is that what we want there? or should we restore that binary or keep the
package blocked until standalone git-merge-changelog is uploaded?
