We should just sync this, if possible. However, I see this is currently
in Debian's NEW queue rather than in sid (where it would need to be for
sync). I also see the Debian version is using "libspirv-reflect-dev"
rather than "spirv-reflect-dev".

If you're confident the Debian version will clear the NEW queue before
resolute's feature freeze (which is only a couple of weeks away), then
that's one option. Alternatively, if you want this sponsored before then
I would strongly recommend updating the spirv-reflect-dev package name
to match what Debian will likely be using upstream (libspirv-reflect-
dev) before getting this sponsored (otherwise we'll be dealing with
package removals and additions when Debian's version lands).
