Update: (For tracking purpose) Upstream Fix Submitted (v3)
I have submitted a v3 patch series to linux-media that fixes this issue by enabling Runtime PM Autosuspend for the OV02C10 driver. This approach avoids the regulator brownout window on the X1E80100 (Lenovo Yoga Slim 7x) by keeping the sensor powered during rapid open/close cycles, while strictly enforcing the datasheet power-on sequence during cold boots.
