From the attached logs, the following pops out:

'/etc/udev/rules.d/99-arduino.rules'
The /etc/udev/rules.d/99-arduino.rules folder appear to be the cause of the
failure and doesn't seem to come from Ubuntu packages, therefore I'm marking
this bug as invalid.
Udev rules are supposed to be files not folders. If you created that
folder yourself, you could try removing it and re-running update-
initramfs.
