I found the problem and could fix it! The absolute symlink /bin -> /usr/bin was problematic. I changed it to /bin -> usr/bin and do-release-upgrade then run without error abort.
I cannot say what created this wrong absolute symlink, but do-release- upgrade should be a little more liberal and accept absolute symlinks, too.
