Oh wow, that does seem complicated.

Maybe it would be ideal if the R package maintainers would upload all
affected packages now. Otherwise, it looks like this might take months
to finish. The oldest upload appears to be more than 50 days ago and
they are still only a fraction of the way done.

I agree that reverting the restrictive Build-Depends makes more sense
for Ubuntu than trying to move ahead of Debian with so many affected
packages.
