The workaround described in https://askubuntu.com/a/1163852/375543 seems
to effectively work, but exactly do something a little different:
practically enable all users (even unprivileged ones) to save network
connection for all users.

Probably the best solution would be a dconf/gsettings policy that prevent the 
'Make available to other user' to be on by default.
I've digged the available policy (on 24.04), but seems there's no such settings.

I'm not clear even to which package this bug have to be fired up...
