For noble, isn't 0001-target-i386-do-not-expose-ARCH_CAPABILITIES-on-
AMD-C.patch reverted by the next patch? If so, is there a point in
including it, rather than dropping the relevant hunk from the next
patch?

If you want the additional context, that's fine, but I have personally
always found it confusing to do this sort of thing in debian/patches.
