Public bug reported:

There is a discrepancy somewhere that treats the installation:

    debian/etc /etc

as:

    debian/etc/ /etc/

rather than:

    debian/etc/* /etc/

which leads to the entire directory being placed under /etc/etc/
instead.

This can be seen here: https://packages.ubuntu.com/resolute/all/sudo-
common/filelist
