Here is a fix for this bug in Ubuntu 24.04.3 LTS noble.
This bug is still present, but with systemd, the previous fixes don't
work anymore.
edit /usr/lib/systemd/system/smokeping.service
add this line :
ExecStartPre=mkdir /run/smokeping
before this one:
ExecStart=/usr/sbin/smokeping --pid-dir=/run/smokeping
and reboot.
