Tested using Noble, going from the 6.14 to the 6.17 kernel, as the
questing images are currently not bootable due to this same issue, on an
m6a.large instance:

ubuntu@ip-172-31-5-150:~$ sudo dmesg | grep -i snp | head -2
[    5.635871] Memory Encryption Features active: AMD SEV SEV-ES SEV-SNP
[    5.636737] SEV: Status: SEV SEV-ES SEV-SNP

An m6a.large instance with SEV-SNP disabled also boots successfully with
the 6.17.0-1007-aws kernel.
