+ - The issue is reproducible across multiple new and existing T4g ARM 
instances on Ubuntu 24.04 and Ubuntu 22.04 images
+ - On x86 instances in the same region, Ubuntu repositories resolve to 
ap-southeast-2.ec2.archive.ubuntu.com, and download performance is normal
+ 
  Environment:
  
  - Platform: AWS EC2
  - Region: ap-southeast-2 (Sydney)
- - Instance type: t4g.small (ARM / aarch64)
- - OS image: Ubuntu 24.04 default cloud image
+ - Instance type: T4g (ARM / aarch64)
+ - OS image: Ubuntu 24.04 / 20.04 default cloud image
  
  Observed behaviour:
  
  - Very low download throughput during apt update / package installation
  - Provisioning delays / timeouts
  - High latency and intermittent packet loss during ping tests
  
  Workaround:
  
  Switching to the AARNet mirror (mirror.aarnet.edu.au) significantly
  improves throughput and provisioning completes normally
  
  Additional notes:
  
  - This behaviour appears consistent across multiple newly provisioned
  and existing instances
