The following packages have unmet dependencies:

going to be installed
                 Depends: linux-headers-virtual (= 6.18.0-9.9+1) but it is not 
going to be installed
                 Recommends: linux-tools-6.18.0-9-generic but it is not going 
to be installed
                 Recommends: ubuntu-kernel-accessories but it is not going to 
be installed
 packagekit-tools : Depends: packagekit (= 1.3.3-1) but 1.3.4-1 is to be 
installed
E: Unable to satisfy dependencies. Reached two conflicting assignments:
   1. packagekit-tools:amd64=1.3.3-1 is selected for install
   2. packagekit-tools:amd64 Depends packagekit (= 1.3.3-1)
      but none of the choices are installable:
      [no choices]

from the 1.3.4-1 release notes:

* Drop packagekit-tools package
    - The pkcon/pkmon tools are obsolete, and the replacement `pkgcli` tool
      is available in the main package. The old split into a separate -tools
      package was for historical reasons only.
