FYI this started affecting me too in the past few weeks. Not sure exactly what it was, as I ran general set of updates that included a bunch of small OS fixes along with latest Nvidia driver (I've kept that completely up to date over the past 4 or 5 months with every iteration though, so don't think it was that specifically unless it's a new bug). LTS 24.04.3 LTS. Doing only step #18 did solve it for me. I wanted to try that first before #29. I also noticed that the annoying fade effect when showing the save dialog is gone, which I think is GREAT because that fade effect took a lot of time when considering downloading a lot of files (hundreds) one by one in a browser).
