Release: Ubuntu 25.10 (Questing) on Raspberry Pi (arm64)
Hardware: Raspberry Pi (booting via piboot-try / A-B boot)
Package: flash-kernel 3.109ubuntu6.1

After upgrading, piboot-try reports:

New boot assets in /boot/firmware/new failed. Fallen back to known good
state.

The system automatically rolls back from the new kernel to the previous
kernel.

Expected result:
The newly installed kernel should boot successfully and become the active boot 
slot.

Actual result:
The system fails to boot with the new kernel, piboot-try marks 
/boot/firmware/new/state as bad, and the system falls back to the previous 
kernel without any userspace logs.

Details:
        •       Current (known-good) kernel: 6.17.0-1006-raspi
        •       New (failed) kernel: 6.17.0-1007-raspi
        •       /boot/firmware/current/state = good
        •       /boot/firmware/new/state = bad
        •       cmdline.txt is identical between current and new slots
        •       initrd.img exists and is valid in both slots
        •       Failure happens before userspace (no journal entries for 
flash-kernel or flash-kernel-piboot)

Holding and downgrading linux-image-raspi to 6.17.0-1006 avoids the
issue.

This appears to be a regression in kernel 6.17.0-1007-raspi or its
interaction with piboot-try on this hardware.
