I don't think it is a correct regex.

At least a common practice is, that if - is used to be as a character option 
itself and not as a meta, it is used as the first character in []. i.e. the 
correct expression would be 

     r'^[a-zA-Z0-9][-a-zA-Z0-9\.]*$'
