Where did you install postgresql-15 from? As far as I can tell, that
version is not available in any supported Ubuntu release. Please share
the output of:
$ apt policy postgresql-15
** Changed in: ubuntu-release-upgrader (Ubuntu)
Status: New => Incomplete
