I met a bunch of libcamera devs at fosdem and discussed this issue with them. It seems to be a duplicate of https://gitlab.freedesktop.org/pipewire/pipewire/-/commit/2a6ba6126410150d9b11b66f04bbccd48188aa5a which has been fixed in v4l2 but not libcamera yet.
Most distro's don't seem to be affected because it is essentially a race between logind and wireplumber/pipewire.
