This is a vendor specific firmware update for DELL devices of Intel
Panther Lake platform. The proposed fix is in

This is related to the bug 2119554, generic ISH fw for PTL. This also
fixes bug 2139060 on DELL PTL platforms, because it no longer loads the
generic ISH firmware.
