I think a good place to start would be to find out if this problem is present 
upstream. Would you mind testing a mainline kernel build for this behavior? Our 
latest is v6.19-rc8, here: https://kernel.ubuntu.com/mainline/v6.19-rc8/

It's possible the filefrag extent listing miscounting is a bug in
filefrag, I'm not super familiar with it so it's also possible this is
intended behavior due to some kind of edge case. I can reproduce that
same miscounting with /usr/lib/locale/locale-archive but several other
files I've checked have the expected number of extents.
