It looks to me like this may have been a system configuration issue
based on the discourse in #2120216, correct me if you disagree and would
like to proceed with debugging. For now I'll mark it as invalid for the
kernel, but I'm happy to try to help find the source of any regression
if you are willing to test some kernel versions and determine which
version started presenting this issue.
