Public bug reported:
phpunit is released frequently enough in the debian side, and each sync
to Ubuntu means a full round of autopkgtest runs, some breakage, and
often bootstrapping.
We need to sync-block it while the transition is ongoing, and then let
it sync again when the transition is done.
