Public bug reported:

After upgrading to 6.17.0-14 my bluetooth usb dongle doesn't work. It
detects nothing, can't scan. If I go back to 6.14, it works.

If I check with systemctl on bluetooth, I get:

"systemd[1]: bluetooth.service - Bluetooth service was skipped because
of an unmet condition check
(ConditionPathIsDirectory=/sys/class/bluetooth)."

and if I try bluetoothctl, I get:

"Waiting to connect to bluetoothd...Unable to open mgmt_socket"

I can see the Bluetooth device with lsusb:
Bus 001 Device 005: ID 0bda:8771 Realtek Semiconductor Corp. Bluetooth Radio
