Public bug reported:

### Ubuntu

Ubuntu 25.10

### OBS Studio Version

both 32.0.3 and the **Ubuntu packaged 30.2.3+dfsg-3**

### OBS Studio Log URL

https://obsproject.com/logs/br9dzANiQB3F2qB2

### Expected Behavior

OBS should be able to record the desktop on Ubuntu 25.10 using **FFmpeg
VAAPI (Intel iGPU)** without frame drops or “Encoding overloaded”
warnings, especially when using reasonable quality settings and hardware
encoding.

### Current Behavior

After upgrading from **Ubuntu 25.04 → 25.10**, OBS recording performance
tanked when using **Wayland screen capture + FFmpeg VAAPI**.

OBS constantly shows:

> “Encoding overloaded! Consider turning down video settings or using a
faster encoding preset”

This happens **regardless of encoder settings** (bitrate/QP lowered,
HEVC/H264, presets, etc.).

Even extremely low quality settings still trigger overload warnings and
dropped frames.

### Steps to Reproduce

1. Install OBS Studio (tested via **Snap**, **Flatpak**, **APT**, and
**Pacstall build-from-source** — all show the same behavior).
2. Run Ubuntu **25.10** on **Wayland**.
3. Add a screen capture source (PipeWire / Wayland capture).
4. Set Output → Recording encoder to **FFmpeg VAAPI** (Intel iGPU), tested with
both:

   * `hevc_vaapi`
   * `h264_vaapi`
5. Set resolution to **2880×1800** (native screen resolution).
6. Start recording.

Result: OBS almost immediately shows “Encoding overloaded” and drops
frames.

### Anything else we should know?

* This regression **did not exist on Ubuntu 25.04** with the same hardware and
similar OBS settings.
* VAAPI itself appears functional:

  * `vainfo` output is normal.
  * `ffmpeg` VAAPI encoding tests run smoothly even at **2880×1800**, HEVC
VAAPI at QP 16 is fast and stable.
* GPU monitoring using `intel_gpu_top` while OBS is running shows:

  * **Render/3D usage jumps from ~0-4% idle to ~45–70%**
  * **Video engine hovers around ~21%**
* User is in correct permissions/groups (`render`, etc).
* Tested multiple OBS distributions:

  * Snap
  * Flatpak
  * apt
  * pacstall (built-from-source)
    All behave the same.
* System is running on Intel iGPU (VAAPI).

### Hardware / OS

* OS: Ubuntu 25.10 (Wayland)
* Previous OS: Ubuntu 25.04 (worked fine)
* GPU: Intel iGPU (VAAPI)
* Resolution: 2880×1800
