Public bug reported:

The libhipfft0 and libhipfftw0 packages are built for both amd64 and
arm64 architectures, but the symbols files only cover amd64
(debian/{libhipfft0,libhipfftw0}.symbols.amd64).

Symbols files for arm64 (debian/{libhipfft0,libhipfftw0}.symbols.arm64)
should be generated and added to ensure proper symbol tracking and
versioning on that architecture.

This was identified during package review but deferred as it is pre-
existing technical debt and not a regression.
