I still haven't rebooted my primary box, but I have booted another box
and ~confirmed the same issues there when i boot with 6.19, but NOT when
I select the older 6.18 kernel.

Whilst that box didn't have element-desktop setup; it did have the Opera
web-browser installed with it opening & restoring the last session...

When booted with a 6.19 kernel, I was getting 
 >The web page at https://askubuntu.com/questions might be temporarily down or 
 >it may have moved permanently to a new web address.
> ERR_ACCESS_DENIED
errors, yet boot with 6.18 kernel and the page shows as expected.

If a list of apps where I've encountered issues is helpful, I can
provide more; but element-desktop & opera are just two & messages appear
~identical when those apps are started at terminal thus I believe it's
the same issue.

- dell [optiplex] 7050 (i5-6500, 16gb, intel hd530/i915, amd cedar radeon)
secondary box with a resolute install is
- dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 
5000/6000/7350/8350)
but messages are essentially equal on each.
