is the screen problem also happening for other applications, or just your
browsers?
seems like a graphics driver or even hardware issue.
you could install the most recent Ubuntu version, maybe this is a Linux kernel
problem that was fixed meanwhile.
since this error is very vague, i suggest you send a video of it and post it on
our https://discourse.ubuntu.com.

about the mysql error, it says:
/var/lib/dpkg/info/mysql-server-8.0.postinst: line 202:
/usr/share/mysql-common/configure-symlinks No such file or directory.

i see you used a third party repository for this: mysql-common
1:10.11.15+maria~ubu2204 [origin: MariaDB]

this is likely the cause for the error, so it's not something we're taking care
of in the Ubuntu project, unfortunately. If you install mariadb/mysql from our
repository (remove the third party repo + packages if possible), you shouldn't
encounter an error.
maybe it's enough when you uninstall mysql-common, and then start over, since
the other packages in your "Dependencies.txt" seem from Ubuntu itself.

** Changed in: mysql-8.0 (Ubuntu)
       Status: New => Incomplete
