From the log:
[    8.914695] Bluetooth: hci0: RTL: loading rtl_bt/rtl8723a_fw.bin
[   10.170812] rtl8723ae: Using firmware rtlwifi/rtl8723fw_B.bin

We don't have any wifi firmware updates in Noble for that adapter. I'm
seeing some BT updates:

$ git log --oneline
Ubuntu-20240318.git3b128b60-0ubuntu1..Ubuntu-20240318.git3b128b60-0ubuntu2.24
-- rtl_bt/rtl8723*  rtlwifi/rtl8723*
775c8dd5a772 rtl_bt: Add firmware file for the the RTL8723CS Bluetooth part
7a381ef43a9a rename rtl8723bs_config-OBDA8723.bin -> rtl_bt/rtl8723bs_config.bin

Maybe BT is interfering with wifi although that BT fw looks to be for a
different chip... Can you install the latest linux-firmware, temporarily
remove /lib/firmware/rtl_bt, reboot and check if wifi is working?
