I have been trying since at least last October to resolve multiple
issues involving repeated failures when downloading security and other
packages onto my PC. What I have stated in the summary is only part of
what I was given as information describing what's up.
I've upgraded over the years from 18.04 LTS to 20.04 LTS without help;
via a computer repairman first to 22.04 LTS, then last October to 24.04
LTS, on the assumption the "multiple issues" at that point would be
resolved but they continue and are accumulating.
During my last telephone consultation with the repairman I was told he
wasn't really an expert in Linux systems. So, I've been obliged to
tackle matters on my own but now find myself totally overchallenged.
If the systemd-oomd problem is in fact NOT the ultimate cause and/or
fixing that won't lead to the other packages being able to be installed,
would it in fact be simpler just to totally uninstall everything
hitherto in place and start from scratch again?
I'd really hoped that finding a way to install what's needed bit by bit might
be possible but the Updater only lets me start at the top of a long list before
giving up and collapsing.

When moving from 22.04 LTS to 24.04 LTS I transferred to a 'younger'/
i.e. for me 'new(er)' computer.
Last week the two faults in my landline connection discovered by Plusnet
were mended and my broadband connection reinstated by BT Outreach.
A suggestion was made that I upgrade to full fibre, though I've no need of
streaming services and such like and would still be on copper from the outside
wall to the computer.
I've been at most of the links below but unfortunately am technically not
experienced enough to understand fully what's meant and am becoming quite
despondent.
