Public bug reported:

MAAS wants to boot a live system and only bring up the network device
specified via BOOTIF. Example for the kernel command line on existing
Ubuntu releases using initramfs-tools plus cloud-initramfs-dyn-netconf:

```
ip=::::bibarel:BOOTIF ip6=off BOOTIF=01-ec:b1:d7:7f:2a:6c
```

Please support the use case to bring only the network device up that was
specified in BOOTIF. Ideally support the syntax mentioned above.
