Public bug reported:

After a software update, I could no longer boot my computer. Manually
booting from the grub terminal worked with older kernel-set files but
not with the new ones: vmlinuz-6.17.0-14.generic;
initrd.img-6.17.0-14.generic .

(The older kernel-set files with which the bootup worked are:
vmlinuz-6.14.0-37-generic and initrd.img-6.14.0-37-generic .)

Details and an interim bug fix for users are as follows:
$ lsb_release -rd

No LSB modules are available.
Description:    Ubuntu 24.04.3 LTS
Release:        24.04

For those experiencing this or a similar bug, here's an interim solution to
boot up your computer:
1) Start computer; use Escape to get to grub menu (if getting the timing right
is an issue, just keep repeating these two steps until you get the grub
terminal: (1) press Escape and hold for about 0.5 seconds, (2) release.

2) In the grub terminal, do a listing to find your root directory (i.e.
/; and not /root), e.g. "(lvm/ubuntu--vg-ubuntu--lv)" if you are using
logical volumes or, if not, e.g. "(hd0,1)" for the first drive's first
partition:

grub> ls
grub> set root=(lvm/ubuntu--vg-ubuntu--lv)

3) Use listing to find and specify the kernel and initrd files (assuming
they are on (hd0,2) below); if the most recent update was the problem,
use an earlier kernel file and the corresponding initrd file:

grub> ls (hd0,2)/

4) Find root device parameter from /etc/fstab:

grub> set pager=1
grub> cat (lvm/ubuntu--vg-ubuntu--lv)/etc/fstab

It should tell you something like: "# / was on /dev/ubuntu-vg/ubuntu-lv"
during curtin installation

5) Now you should be able to boot up your computer manually using the
parameters you found above, e.g.:

grub> linux (hd0,2)/vmlinuz-6.14.0-37-generic root=/dev/ubuntu-vg/ubuntu-lv
grub> initrd (hd0,2)/initrd.img-6.14.0-37-generic
grub> boot
