The s390x systemd test failure is likely not related to this change. Many other
recent tests unrelated to the network-manager change are also failing in the
same way:
https://autopkgtest.ubuntu.com/packages/s/systemd/questing/s390x

such as the following from back in January/December:
https://autopkgtest.ubuntu.com/results/autopkgtest-questing/questing/s390x/s/systemd/20260116_184529_2e5a7@/log.gz
https://autopkgtest.ubuntu.com/results/autopkgtest-questing/questing/s390x/s/systemd/20260114_150335_a14a7@/log.gz
https://autopkgtest.ubuntu.com/results/autopkgtest-questing/questing/s390x/s/systemd/20251212_203704_084e1@/log.gz

I propose a migration-reference/0 run for this test.
