It turns out Launchpad's autopkgtest behaves differently from my local one and 
from the one integrated in our GitHub workflow, where it dislikes running 
`systemctl` against user units.

I have a fix in progress on GitHub (https://github.com/ubuntu/ubuntu-
insights/pull/323), but given that it's the end of the week, it'll have
