This plan is cancelled.
Since we have to make an FFe to update rust-defaults no matter what,
we'd prefer to wait ~2 weeks for all the riscv64 rebuilds to propagate
rather than waiting ~6 days to build a bunch of toolchains with vendored
LLVMs, just to submit a second FFe 2 weeks later to change it back
anyways.
